Abstract
Unplanned urban growth and lack of planning have intensified social and territorial fragmentation in the urban peripheries of Mexico. This paper analyzes the challenges of urban land in relation to territorial justice and the role of public space as a factor of social cohesion. The research was conducted through a documentary review, analysis of development plans, and field observation in peripheral areas of Veracruz, applying a qualitative approach combined with territorial diagnosis. The findings reveal that limited access to services, green areas, and adequate mobility reinforces dynamics of exclusion, while community initiatives demonstrate the potential of neighborhood appropriation to regenerate public space. This study provides an analytical framework that connects spatial justice, urban policies, and citizen participation, proposing guidelines for interventions aimed at strengthening neighborhood habitability and reducing inequalities in the peripheral city.
